About the Role
THE PROJECT MANAGER WILL PLAY A KEY ROLE IN ADVANCING THE SC DEPARTMENT OF PUBLIC HEALTH’S CYBERSECURITY POSTURE BY LEADING AND MANAGING SECURITY-FOCUSED INITIATIVES AND PROJECTS. THIS ROLE REQUIRES CLOSE COLLABORATION WITH IT LEADERSHIP, TECHNICAL TEAMS, AND BUSINESS STAKEHOLDERS TO ENSURE THAT ALL EFFORTS ALIGN WITH THE AGENCY’S STRATEGIC GOALS, THE NIST CYBERSECURITY FRAMEWORK (CSF), AND APPLICABLE FEDERAL AND STATE REGULATIONS.
Duties and Responsibilities
• Lead and manage IT and cybersecurity projects through all phases of the project lifecycle, ensuring compliance with state and federal standards.
• Collaborate with IT leadership to identify priorities, define project scope, and maintain the IT project portfolio.
• Develop project plans, schedules, and budgets using tools such as Microsoft DevOps, Planner, SharePoint, Excel, and MS Project.
• Define and track business and technical requirements to ensure alignment with cybersecurity objectives and organizational goals.
• Conduct regular project meetings, prepare progress reports, and maintain comprehensive documentation throughout the lifecycle.
• Ensure adherence to DPH IT change management processes and security policies.
• Identify, assess, and mitigate project risks, escalating issues to leadership when necessary.
• Promote and enforce IT and cybersecurity best practices, including NIST 800-53, FISMA, and SC Information Security requirements.
• Assist in developing policies, procedures, and training materials to strengthen security awareness and compliance.
• Coordinate with section managers, subject matter experts, and stakeholders to ensure timely project delivery and quality outcomes.
Required Skills
• 3–5 years of Project Management experience
• 3–5 years of Cybersecurity knowledge, with familiarity in NIST CSF, NIST 800-53, and FISMA
• 3–5 years of experience working in an IT environment
• Strong communication, leadership, and documentation skills
• PMP Certification required
Preferred Skills
• 3+ years of experience managing information security projects within South Carolina state agencies
• Knowledge of CDC, HIPAA, and CJIS compliance requirements
• PMP Certification is highly desirable
Education
• Bachelor’s degree in a related field, or equivalent of 5+ years of relevant experience

• Work Schedule: Monday – Friday, standard business hours
