Posted 2025-04-21Provides administrative and technical support for all aspects of the municipal civil services for Fire and Police in accordance with Texas Local Government Code, Chapter 143. This position ensures compliance with civil services regulations, manages testing and processes, assists in disciplinary procedures, maintains accurate records, and serves as a liaison between the HR Department, civil services employees, and stakeholders.
ESSENTIAL DUTIES & RESPONSIBILITIES
The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.
?Coordinates, administers, and scores entrance and promotional examinations for Police and Fire; administers meetings, distributes applications, ranks candidates, and posts exam results.
?Facilitates appeal process, including compiling materials for commissioners, scheduling hearing, and posting amended results.
?Administers process for assessments and oral board interviews; monitors and ranks scores; posts results.
?Receives Police and Fire suspensions, including stamping and filing notice, monitoring appeal window, facilitating commission hearing process.
?Oversees Deferred Compensation; tracks and monitors loans and payoffs, creates and maintains payroll deduction files, and assists employees and retirees with withdrawals.
?Files and maintains Fire and Police civil service records.
?Assists Texas Municipal Retirement System retirees and employees with administrative questions.
?Will be required to drive a City vehicle for City business use.
?Performs related work as required.

?Knowledge of Fire and Police Policies, Collective Bargaining Contract, and the Local Government Code (TLGC) Chapter 143.

Required Education and Experience
?Associate's degree or 60 college hours from accredited* college or university in Public Administration, Business Administration, Human Resources, or related field
?At least three (3) years of experience in human resources, personnel administration, or related field
?Council of Higher Education Accreditation (C.H.E.A.)
Valid Licenses or Certifications
?Valid Texas Driver License. If applicant holds an out-of-state license, a State of Texas Driver License must be obtained within 6 months of employment.
