Digital Vice Presidency
The Digital Transformation Vertical Vice Presidency Was Established On July 1, 2024, And Will Guide World Bank Group Efforts To Establish The Foundations Of a Digital Economy, Build And Enhance Digital And Data Infrastructure, Ensure Cybersecurity And Data Privacy For Institutions, Businesses, And Citizens, And Advance Digital Government Services. Digital Technologies, Including AI And Data, Present a Unique Opportunity To Accelerate Development. The Digital Transformation Vertical Will Have The Critical Mission Of Delivering On This Development Promise. The Digital Vice Presidency And Its Global And Regional Teams Will Support Client Countries In Building The Foundational And Cross-cutting Elements Of Digital Transformation Through Two Engagement Pillars, Six Business Lines, And Multiple Cross-cutting Areas
? Digital Core: Building digital infrastructure through broadband network, affordable devices; Enhancing data infrastructure including data centers, cloud solutions and data governance; Enabling AI and cutting-edge technology applications; and Protecting institutions, businesses, and citizens through cybersecurity, data protection & privacy, trust services as well as online safety.
? Digital Use: Supporting the Regions and the Verticals of People, Prosperity, Planet, and Infrastructure in the digitalization efforts of clients through Digital Government (digital public infrastructure, digital government services, and digital literacy and training), Digital Economy (national ICT planning, ICT industry and jobs, and smart infra and industry) and Digital Society (digital school, digital health, etc.).
Both pillars will be the channels through which the Vertical will support World Bank achieving its objectives in cross-cutting areas like jobs and skills, climate and green, fragility, conflict and violence, and gender and inclusion.
Digital Government Unit
This unit develops the World Bank's approach to the following areas:
? Digital government architecture, including interoperable platforms, government data hosting solutions, and government business processes.
? Digital public infrastructure: Encompassing digital identification, digital payments, and data sharing (building on World Bank?s ID4D and G2Px initiatives) while providing government use case support across sectors like civil service, School Service, finance (budget/tax service), social security, public safety and emergency response services (Police/Fire Department).
? Training/capacity building for government officials, establishing training centers for hardware and software, and enhancing the E-gov Developmental Index through research, partnership initiatives, and event management.
The Unit closely collaborates and coordinates with relevant Units of the Prosperity and People Verticals to design and deliver its work program. The Unit engages through Regional VPUs and CMUs to support clients.
Job Duties And Responsibilities
The Digital Development Specialist will, together with the lead digital development specialist and for the benefit of the Vice Presidencies and regions, contribute to the design and optimization of digital government platforms and services, for implementation by our countries through the regional teams. The specialist will contribute to ensuring that the resulting products are user-centric, secure, and accessible to all citizens. This includes supporting the development of digital strategies in alignment with national e-government frameworks, integrating advanced technologies to improve service delivery and governance, managing cross-departmental digital transformation projects, and ensuring compliance with data protection and cybersecurity standards.
The specialist will support the advancement of key technologies such as data sharing, e-signature, and public key infrastructure (PKI) solutions in these digital transformation initiatives. Additionally, the specialist will collaborate with key stakeholders, provide capacity-building and training to government staff, as per regional demand, and support the monitoring and evaluation of the effectiveness of digital services, and recommend innovative solutions to enhance public sector efficiency and transparency.
With respect to specific outputs, the specialist is expected to contribute to analytical work in teams working on digital government as requested, contribute to global knowledge, support implementation as requested by teams and support knowledge sharing.
? Strategic Leadership: The Digital Development Specialist ? Digital Government will contribute to the design and implementation of innovative digital solutions that enhance public service delivery and citizen engagement for implementation by the regions, and with input from the Vice Presidencies, depending on the subject matter. They will support the drive for the adoption of cutting-edge technologies to optimize government operations, improve efficiency, and foster inclusive digital transformation. Through input to the national digital policies and frameworks, they will ensure that digital solutions are data-driven, user-centric, and aligned with regulatory and security standards. Collaborating with regional and vertical teams, they will contribute to the strategic direction to clients, helping them navigate complex digital challenges and accelerate progress toward digital governance.
? Technical Expertise: The specialist will support and advise teams to streamline government processes and enhance operational effectiveness. They will, working with others in the digital space, ensure that all digital initiatives adhere to best practices in cybersecurity, data protection, and regulatory compliance while optimizing scalability and long-term impact. Their expertise will be instrumental in supporting the design of interoperable digital platforms that enable seamless service delivery, transparency, and citizen trust. By leveraging data-driven insights, they will support clients in making informed decisions that drive measurable improvements in public administration.
? Operational Engagement: Working closely with Vice Presidencies, regions and as requested with government clients, private sector partners, and development organizations, the specialist will provide hands-on support in implementing digital solutions tailored to diverse national and regional contexts. They will collaborate with the Vice Presidencies and regions to ensure that digital transformation efforts are integrated into the portfolio. By maintaining strong engagement with stakeholders, and with industry on the newest technologies and practices, they will continuously contribute to the assessment and refinement of digital initiatives to be implemented by the regions, to meet evolving client needs. The specialist will contribute to a dynamic and knowledge-driven work environment that promotes innovation and best practices in digital government.
? Knowledge Management and Learning: Support analytical work on emerging digital government trends, digital inclusion, and industry modernization, producing global knowledge products and policy recommendations. Contribute to the delivery of training programs, workshops, and knowledge-sharing initiatives to build digital capabilities among policymakers and industry stakeholders. Be a core member of the Digital Transformation community of practice, fostering continuous learning, innovation, and collaboration within the digital development ecosystem. Contribute to analytical work, provide comments to documents that deal with knowledge generation/use and/or implementation from use cases that advance Digital Transformation. Work with the knowledge academy/hubs, innovation group, Vice Presidencies and regions, work with the Practice Managers and Regional Directors to ensure that best practices and lessons learned are widely disseminated. Help foster a culture of continuous learning and innovation, ensuring that digital initiatives remain relevant, effective, and impactful for client governments and stakeholders.
Selection Criteria
? Master?s degree in computer science, Information Technology, Public Administration, Digital Innovation, or a related field.
? Minimum of 5 years of experience in digital transformation, e-government initiatives, or technology consulting, particularly in public sector settings.
? In-depth knowledge of digital platforms and tools for government services, including cloud computing, e-Government portals, digital identity management, and service integration.
? Strong understanding of digital governance frameworks, data protection laws, and regulatory standards applicable to public sector technology solutions.
? Familiarity with emerging technologies such as AI, blockchain, IoT, and big data, and their applications in enhancing public sector service delivery.
? Experience in data governance, business intelligence, and analytics tools to support evidence-based decision-making and optimize public service delivery.
? Excellent verbal and written communication skills, with the ability to convey complex technical information to diverse audiences, including non-technical stakeholders.
? Demonstrated ability to work effectively with a wide range of stakeholders, including government officials, development partners, private sector entities, and citizens.
