County Engineer - Land Development

SALARY RANGE: $125,000 - $175,000

SUMMARY: The purpose of this position is to manage the design, construction and maintenance of county roads; to review county subdivision regulations and the land development activities in unincorporated areas of the county; and to guide, mentor, and supervise the following departments: Environmental Health, GIS Administration, and Road & Bridge. Under the direction of the Commissioners Court, this position is responsible for providing engineering recommendations and expert advice to the Commissioners Court for road and drainage improvements, capital improvements, urbanization regulations, subdivision regulations, and major county projects. This position is expected to operate with initiative and independent judgement.

The County Engineer is responsible for county compliance with state, federal, and local engineering and land development laws and requires extensive knowledge of civil engineering, project management, and public administration with a strong focus on delivering solutions that meet the county's needs.

This position is accountable for leading the long-term planning activities in support of the county vision as outlined, directed, or arrived at through collaboration with the county leaders.

KNOWLEDGE, SKILLS, AND ABILITIES
? Knowledge of local, state, and federal policies as they relate specifically to county government and municipal government in general.
? Knowledge of county policies and procedures relating to all aspects of transportation and infrastructure.
? Experience with strategic planning, budget preparation, oversite, and accountability.
? Possess excellent communication (verbal & written), interpersonal and strong organizational skills.
? Possess management skills to motivate, direct, and complete tasks through the efforts of subordinates are required.
? Ability to establish and maintain effective working relationships with supervisors, co-workers, vendors, outside agencies, and the public. This includes the ability to resolve conflicts, and to engage key stakeholders to proactively implement vision and solutions for the county.
? Demonstrated experience in stormwater management, drainage, and roads.
? Skill in effective technical report writing, preparation, and presentation.
? Ability to read, analyze, and interpret financial reports, and legal documents.
? Ability to respond to common inquiries or complaints from public, regulatory agencies, or members of the business community.
? Ability to drive to attend meetings and seminars throughout the county and state.
? Ability to travel by foot over rough, steep, uneven terrain.
? Evening and weekend work may be required.

MINIMUM EDUCATION, EXPERIENCE, TECHNICAL REQUIREMENTS: ? Bachelor's Degree in Civil Engineering or related field. ? Minimum of six (6) years of progressively responsible experience in public works, municipal engineering, or a related field. ? Must possess and maintain a valid state driver's license. ? Requires a Texas Professional Engineer license. ? Extensive experience in high growth area preferred. ? Must possess intermediate knowledge of the following computer software programs: ArcGIS, Cartograph, AutoCAD, mygovernmentonline.com, Microsoft Access, Excel, Outlook, Publisher, Word, and other related engineering software.

PHYSICAL DEMANDS:

Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis.
