Description Of Job The Division of Motor Vehicles (DMV) provides services used by nearly every resident of the State. Colorado residents utilize identification, driver, and vehicle services at State and County offices to obtain identification cards, driver licenses, vehicle registrations, titles, and other related services. Additionally, the DMV licenses and provides oversight of private businesses and government organizations that provide driver and emission testing services. Finally, the division works closely with other state agencies and programs to provide information and education to serve the public and encourage voluntary compliance. The Driver's License Section within the Division of Motor Vehicles is seeking a dynamic, engaging professional to work remotely in leading the efforts of oversight and management of grants and contracts, Memorandum of Understanding/Inter-Governmental Agreement (MOU/IGA) development and implementation, and business project management. The incumbent in this role will serve as a Budget/Contracts Analyst and will be responsible for maintaining communication with outside vendors, as well as multiple state and local agencies, in addition to monitoring Driver's License contracts and vendors to ensure compliance with contract provisions. Specific duties and responsibilities include, but are not limited to: Contract Compliance • Serving as a program lead for Driver License Section: working with staff to monitor costs, schedule, and technical performance/scope • Compiling and providing oversight of contracts with vendors and other agencies • Serving as the technical expert for the various contracts managed by the section • Providing expert advice and direction to DL Leadership and identifies solutions to issues, either independently or in coordination with the budget office • Serving as a Subject Matter Expert (SME) Staff authority on the development and execution of Driver's License MOAs/IGAs with local and state level agencies. Business Project Management • Serving as program lead in monitoring and executing multiple business projects impacting the program and Division • Developing strategies and completion plans in order to sequence competing priorities and business needs • Working extensively with internal and external agencies and stakeholders in order to develop shared priorities that result in fully executed projects that are completed within scope, budget, and time constraints • Developing processes, guidelines, and conducts analysis to ensure limited resources are managed efficiently and effectively Budgetary and Grant Administration • Determining compliance for multi-million dollar budget and federal grants • Advising program management on specific grant actions and activities that may be necessary • Determining eligible sources of cost share and maintenance of effort for grants • Initiating, monitoring, and providing unique technical expertise and guidance to individuals working on the various grant projects, including but not limited to project vendors/contractors and state employees • Generating data reporting and developing programmatic and financial reports to ensure the program is providing services in accordance with grantor requirements and the use of the appropriated funds is optimized to enhance program performance This remote position is currently tasked with performing work duties via flex-place (aka telework, work-from home arrangements) with as needed on-site visits with client groups as well as periodic work at the assigned primary physical work address. Class Code & Classification Description: (New) H1B4XX ADMINISTRATOR IV Minimum Qualifications Experience Only: Seven (7) years of professional experience in an occupational field related to the work assigned to the position (i.e., grants research, cost estimation, budget analyst, budget manager, auditor, compliance manager, contracts manager, purchasing manager, lower/mid level management executive) OR Education And Experience A combination of related education and/or relevant experience in a field of study related to the work assignment (i.e., Law, Business, Business Management and Administration, Social Science, Accounting, Auditing, Finance). equal to seven (7) years Preferred Qualifications The preferred candidate will possess the following qualifications: • Prior government experience as a compliance officer • Completion of a Certified Compliance and Ethics Professional Program • Additional years of experience with relationship/accounts management • Experience tracking expenditures and reading budget reports with an aptitude for mathematical analysis • Strong understanding of contractual terms, rules, and regulations • Strong attention to detail and accuracy • Excellent customer service skills with internal/external stakeholders • Well developed communication skill set including composing, reviewing, editing, and issuing written or verbal information to diverse audiences and situations • Possession of a law degree with concentration in contracts, commercial, or corporate law Conditions Of Employment With The CDOR Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence.
